For example, a "paper towel holder", keeps it rolled and dispenses manually when pulled, the wire mesh dispenser does exactly that but with some extra machinery like a durable bearing to handle the weight for proper rotation, a hook for easy adaptability, steel made for exceptional durability and designed to withstand drops and impacts.

Doesn't it make it heavier?

The dispenser itself adds about 8 lbs, the handle distributes the weight making it feel "lighter". It's not that the object is lighter, it's that the weight is more evenly distributed. If you lift the weight close to your body, it is easier for you to lift and keep your balance. Thus using fewer muscles to apply wire mesh.
